People who travel a great deal understand perfectly that carry on guidelines are just guidelines and not strict laws. People must remember to include a minimal change of their clothing, toiletries and any required medications in case their checked carry on bags end up being misplaced!

Usually, the policy of many airlines has been to let passengers carry one carry on bag and one personal bag, too. Basic things like strollers, hats, walkers, canes, camera bags, coats, food for immediate consumption and newspapers and magazines generally do not count as travel bags. If you bring carry on bags aboard an airplane, you must make sure that they can fit either under your seat or right in your overhead compartment. Be sure to take into consideration that overhead compartments will likely fill up quickly on high-capacity flights.
